Small and medium enterprises (SMEs) are the backbone of Puerto Rico’s economy, accounting for approximately 92% of employment and contributing around 12% to the Gross Domestic Product. Despite their significant role, these businesses encounter numerous challenges that impede their growth and sustainability.
Rising Operational Costs
One of the primary concerns for SMEs is the escalating operational expenses. A study conducted by the University of the Sacred Heart in collaboration with the United Retailers Center revealed that 69% of surveyed businesses experienced moderate to high economic volatility between 2024 and 2025. Notably, 35.5% reported cost increases exceeding 20%, particularly in areas such as energy, taxes, and raw materials. To mitigate these financial pressures, many businesses have resorted to raising prices, reducing operating hours, or even considering bankruptcy.
Regulatory Hurdles
In addition to financial strains, SMEs face significant regulatory challenges. Complex governmental processes and stringent regulations are often perceived as substantial obstacles to business development, limiting expansion and competitiveness. Streamlining these processes could alleviate some of the burdens faced by entrepreneurs.
Digital Transformation Lag
The adoption of digital tools remains a critical area for improvement among Puerto Rican SMEs. Many businesses lag in implementing digital sales channels, which hampers their market reach and adaptability to evolving consumer trends. Embracing digital transformation is essential for enhancing competitiveness and meeting modern consumer expectations.
Entrepreneurial Growth Amidst Challenges
Despite these challenges, Puerto Rico has witnessed a surge in entrepreneurial activity. The Global Entrepreneurship Monitor reported a 9% increase in early-stage entrepreneurship in 2024, with 24.3% of the population engaged in business development. This growth underscores the resilience and determination of local entrepreneurs to drive economic progress.
Support Systems and Future Outlook
To bolster the SME sector, initiatives such as Endeavor Puerto Rico and Colmena66 have been instrumental. Endeavor’s report highlights over 500 active startups on the island, supported by more than 45 accelerators and incubators. Additionally, Colmena66’s 2024 Interactive Report indicates that 70.1% of businesses have been operating for over three years, reflecting increased stability and confidence among entrepreneurs.
Addressing the challenges faced by SMEs requires a multifaceted approach, including policy reforms to simplify regulatory processes, support for digital adoption, and initiatives to manage operational costs. By fostering a conducive environment for SMEs, Puerto Rico can harness the full potential of its entrepreneurial spirit, driving sustainable economic growth and prosperity.
